What Is the CalHFA Dream for All Program?

The CalHFA Dream for All Program is a shared appreciation down payment assistance initiative designed to help first-time homebuyers purchase a property with less financial strain. Through this program, qualified buyers can receive up to 20% of the home’s purchase price in assistance (up to $150,000). Unlike traditional loans, this assistance carries no monthly payments, and repayment is deferred until you sell, refinance, or pay off your primary mortgage.

Here’s how it works in a nutshell:

Shared Appreciation Loan: The assistance you receive is repaid alongside a portion of your home’s appreciation when you sell or refinance.

No Interest Accrual on the Second Mortgage: You won’t be charged monthly interest on the assistance amount, helping keep your overall mortgage costs more manageable.

First-Generation Homebuyer Requirement: At least one buyer must be a "first-generation homebuyer," meaning they have never had their name on any property, and their parents do not currently own a home or did not own a home at the time of their passing.

Program Availability and Lottery System

The Dream for All program is currently based on a lottery system. The most recent lottery was held in April 2024, and winners were notified in June 2024. Funds are still being allocated to those on the waitlist from the original lottery. If you are not already on the waitlist, you will need to wait until the state allocates more money in the future.

California's state budget, which determines program funding, is finalized each June for the following fiscal year (July through June). If funds are allocated in the June 2025 budget, it may take 4-8 months for the next lottery to be set up.

Occupancy Requirement: The home must be your primary residence, not an investment or vacation property. First-Time Homebuyers: All buyers must be first time homebuyers, meaning they have not lived in a home owned by themselves or their spouse anytime in the last 3 years.

Potential Considerations

Shared Appreciation Repayment: When you sell or refinance, you will repay the original assistance amount plus a portion of your home’s appreciation equal to the percentage they loaned you (so if they gave you 20% of the home price, then you pay back 20% of the appreciation)

Program Availability: Since funding is dependent on state budget approvals, timing and availability can vary.

Home Price Limits: There may be maximum purchase price limits depending on your location.
